CONSULTING SERVICES – FIRMS SELECTION

CONSULTANCY SERVICES FOR RURAL EXTENSION, TECHNICAL ASSISTANCE AND INSTITUTIONALIZATION OF THE APPROACH FOR ECA – (MOSAP 3)

The Ministry of Agriculture and Florest received an IBRD Credit to finance the Angola Agricultural Transformation Project (MOSAP 3) aimed to achieve the Project Development Objectives, such as (i) Average percentage increase in smallholder farmers’ crops yield per hectare (disaggregated by gender); (ii) Number of smallholder farmers adopting improved and climate smart agriculture and livestock technologies (% of which are women); and (iii) Number of smallholder farmers supported by the matching grant mechanism (% of which are women).

The objective of the consultancy is to strengthen the strategic vision of rural extension, technical assistance services, and institutionalization of field farmers’ school (ffs) approach, making them more focused on improving farming practices, encouraging technology transfer and promoting the integrated and sustainable development of rural areas of the Project target provinces.

The Project Development Objective (PDO) is to increase productivity and to promote climate resilience for smallholder farmers in the selected areas.

The proposed outcome indicators to measure achievement of the PDO are as follows:

  1. Average percentage increase in smallholder farmers’ crops yield per hectare (disaggregated by gender).
  2. Number of smallholder farmers adopting improved and climate smart agriculture and livestock technologies (% of which are women).
  3. Number of smallholder farmers supported by the matching grant mechanism (% of which are women).

The Commercial Agriculture Development Project (PDAC) invites eligible consultant firms to indicate their interest in providing the services. Interested consultant firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Commercial Agriculture Development Project (CADP) of the Ministry of Agriculture and Fisheries now invites eligible consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, such as: (i) Have proven experience in integrated rural development, technical assistance and rural extension of at least 10 years in Angola; (ii) Have proven experience in the development and application of agricultural field school methodologies; (iii) Be a suitable company/institution with the capacity to execute the service efficiently and within the established deadlines; (iv) Observe the principles and rules of corporate governance, namely regular reporting, organized accounting, internal control systems and social and environmental accountability; (v) Have fulfilled social security contributions and tax obligations. Key Experts will not be evaluated at the shortlisting stage.

Attention to the Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [Ed. November 2020 (“Procurement Regulations”)], setting forth the World Bank’s policy on conflict of interest.

As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) set out in the Procurement Regulations.
